Educator Prep Updates

ISBE Testing Requirement Prior to Admission
To an Illinois Educator Preparation Program

The Illinois State Board of Education recently filed emergency rules that would allow prospective candidates to use their ACT/SAT score in lieu of passing the Test of Academic Proficiency (TAP) for admission to an educator preparation program.
The following must be met:
1)      Composite ACT plus Writing score of at least 22 or a composite (mathematics and critical reading) SAT score of 1030.
2)      The prospective candidate cannot have failed the TAP five times.
3)      The official ACT/SAT score report cannot be more than five years old at the time of application to the program and submission of the ACT/SAT scores to ISBE.
Prospective candidates who wish to use their ACT/SAT score in lieu of the TAP must complete the following:
1)      Apply for full admission to an educator preparation program.  This means you must have applied to a major, minor, or added a concentration that leads to State certification.  The respective program of application must notify CoTE, cote-teachercertification@illinois.edu, that you applied to the certification program.
2)      Complete and submit ISBE Form 73-60 to the Council on Teacher Education (505 E. Green Street, Suite 203, Champaign 61820) for signature.  The Council will forward the form to the ISBE once it confirms your ACT/SAT scores and the Council has been notified of your application to an educator.
3)      Request ACT/SAT send an official score report to the Illinois State Board of Education, Division of Educator Certification, 100 North First Street, S-306, Springfield, IL  62777.  In lieu of requesting the scores via paper form request you may use one of the following options.
a.       Submit ACT electronic score requests using code 7000.  This request will allow for a sealed score to be sent to your home address which can then be forwarded to ISBE.
b.      Submit ACT electronic score requests using code 7002.  This request will allow you to send a score report directly to the ISBE at the above address.
4)      If the UIUC does not have a copy of your scores (this typically only applies to transfer students), official scores must also be sent to the UIUC (school code 1154).

Note:  The above procedures are based on emergency rules and can be changed and/or cancelled at any time.
